Presley R. Reed, Jr.

Presley R. Reed, Jr. is a Partner in the firm's Energy Law practice, based in the Washington, DC office. He has over 35 years of experience focusing on federal and state electric and natural gas public utility regulatory issues, with substantial experience as legal counsel to several regulatory entities, including the Federal Energy Regulatory Commission.

Since 2003, Mr. Reed has been one of the principal legal advisors to the City Council of New Orleans, the retail regulator of utility services in the city, focusing on policy development and litigation involving electric generation and transmission disputes, integrated resource planning, energy efficiency programs, utility asset transfers, and power purchase agreements. He has also served as first chair in retail rate cases and other regulatory disputes before FERC, and represents the Council in the MISO stakeholder process on transmission planning, reliability, cost allocation, and market design.

Presley holds a J.D. from the School of Law, University of Texas (1987) and a B.A. from Boston University (1977). He has served as an attorney advisor and managing attorney in the Electric Rates and Corporate Regulation Section of FERC, as Deputy General Counsel for the Public Service Commission of the District of Columbia, and as an attorney for the Texas Public Utility Counsel.
