Linda J. Willard

Linda J. Willard is Counsel in the Energy practice in Dentons' Washington, DC office, specialising in Energy Law. She concentrates on energy, environmental and infrastructure policy, representing clients before Congress, the executive branch and other government entities.

Linda has served as counsel to the US Senate Committee on Environment and Public Works, where she focused on infrastructure policy in the areas of surface transportation and water resources, and served as lead staff member for nuclear safety, the Tennessee Valley Authority, Clean Water Act/Section 404, oil pollution, federal emergency management and water resources development. She drafted and helped build a bipartisan coalition of 40 senators in support of the Estuary Restoration Act. Her private sector experience includes serving as counsel and senior policy advisor at a DC-based lobbying firm and as a lawyer in the Energy and Environment practice of a global law firm.

Linda holds a J.D. from Georgetown University Law Center, where she served as Topics Editor for Law and Policy in International Business, and an A.B. in History, magna cum laude, from Georgetown University, where she was elected to Phi Beta Kappa and received the Morris Medal for the Top History Thesis.

She is recognised in Best Lawyers in America: Ones to Watch for Energy Law (2026) and listed as a Recommended Lawyer for Government Relations by The Legal 500.
