Holley Thames Lutz

Holley Thames Lutz is a Partner in the firm's Health Care Law practice, based in the Washington, DC office. She concentrates on Medicare and Medicaid coverage and reimbursement counseling, administrative litigation, and clinical research compliance, representing academic medical centers, community hospitals, large physician groups, hospices, and research institutions.

Ms. Lutz advises health care organizations on Medicare coverage and reimbursement issues, including graduate medical education, disproportionate share payment adjustments, and Medicaid financing arrangements including provider-tax and supplemental payment models. She represents clients in administrative litigation before the PRRB and ALJ, interacts extensively with CMS on regulatory interpretations, and advises on provider-based regulations, provider enrollment, and successor liability. She also drafts and revises human subject protection programs, counsels on Medicare clinical trial coverage, and defends providers in regulatory audits.

She holds a J.D., magna cum laude, from the University of Mississippi (1994) and a B.A. from Mary Washington College (1989). She has been recognized by Chambers USA as Band 1 in Healthcare for the District of Columbia (2020-2025), listed in Best Lawyers in America in Health Care Law (2015-2027) and named Lawyer of the Year in Health Care Law (2027), and recognized by The Legal 500.
