Thomas A. Lemmer

Thomas A. Lemmer is a Partner in Dentons' Government Contracts practice, based in the Denver office. He routinely counsels and litigates for clients on US federal contract formation, contract administration, and dispute resolution, and counsels clients on global procurement issues with the assistance of Dentons' offices worldwide.

Mr. Lemmer has significant experience and is recognized as a leading authority in contract cost allowability, the Cost Accounting Standards, Truth in Negotiations Act, and business systems. He has been involved in landmark cases including ATK Thiokol, Inc. v. United States regarding the definition of allowable IR&D costs, and multiple cases involving pension plan terminations and segment closings. He has litigated before the boards of contract appeals, the US Court of Federal Claims, the Federal Circuit, federal district courts, and the Government Accountability Office, and has participated in False Claims Act investigations and qui tam actions.

Tom holds a J.D. from the T.C. Williams School of Law, University of Richmond (1977) and a B.A. from the University of Virginia (1973). He is a non-practicing CPA and has been recognized by Chambers USA in Government Contracts (Nationwide, 2015-present), The Legal 500 USA, and as a Colorado Super Lawyer. He is a recipient of the NCMA Fellow Award and holds an AV Preeminent Peer Review Rating from Martindale-Hubbell.
