Gale R. Monahan

Gale R. Monahan is a Partner in the firm's Government Contracts practice, based in the Denver office. He focuses on government contracts-related counseling, litigation, investigations, and transactions, with a primary focus on cost and pricing, Cost Accounting Standards, business systems, and international government contracting issues. He has assisted numerous clients in successfully resolving cost and pricing, CAS, termination, and business systems issues, including the successful negotiation of millions of dollars of allegedly unallowable costs.

Mr. Monahan represents contractors in False Claims Act cases in district courts, as well as in traditional contract disputes before the boards of contract appeals and the US Court of Federal Claims. He also counsels clients through internal investigations and the mandatory disclosure process, assists in responding to government investigative demands, and negotiates resolutions with the Department of Justice and other agencies. He successfully defended Raytheon against a U.S. Army claim regarding supplier information constituting technical data (160 Fed.Cl. 428 (2022)), obtained dismissal of all claims in a False Claims Act case, and persuaded the Department of Justice to decline prosecution in a criminal FCA matter.

Gale is co-chair of the ABA's Accounting, Cost and Pricing Committee. He holds a J.D. from the University of Colorado and a B.S. from the US Air Force Academy. He has been listed as a Recognized Lawyer by The Best Lawyers in America in Government Contracts (2027) and by The Legal 500 for Government Contracts (2021-2025).
