Theodore L. Hunt

Theodore L. Hunt is a Partner in Dentons' Regulatory, Public Policy & Government Affairs practice, based in the Washington, DC office, practicing in Administrative Law. He focuses on counseling and litigation for companies in the transportation industry and other regulated industries, with a deep understanding of regulatory and legal issues arising in the rail transportation sector.

Mr. Hunt served for 13 years in the General Counsel's Office of the Surface Transportation Board, including eight years as Associate General Counsel, advising on rail line construction, discontinuance and abandonment, rail mergers and acquisitions, Amtrak disputes, federal preemption, and jurisdictional issues. He also defended numerous STB decisions in US Courts of Appeals. He frequently advises on compliance with NEPA, NHPA, CERCLA, RCRA, the Clean Water Act, the Clean Air Act, and the National Trails System Act.

He holds a J.D. from William and Mary Law School (2000), where he was a member of the Order of the Coif and the William & Mary Law Review, and an A.B. in History from Harvard University (1995). He has been recognized by The Legal 500 US in Transport: Rail and Road – Litigation and Regulation (2024-2026) and by The Best Lawyers in America in Transportation Law (2027).
