Randolph Seger

Randy (Randolph) Seger is a Partner at Dentons, specializing in Energy Law. He has practiced for over 45 years before the Indiana Utility Regulatory Commission and other state, local and federal courts, boards and regulatory agencies, advising utilities and other entities on mergers, acquisitions, rates, financing, and certifications related to the telecommunications, sewer and water, and energy industries.

Randy represented the City of Carmel in its successful appeal before the Indiana Court of Appeals regarding utility facilities in municipal rights‑of‑way, with petitions to transfer pending before the Indiana Supreme Court. He has also advised municipalities, investor‑owned utilities, and developers on utility expansion and extension for economic development, and represented agribusiness interests on organizational, contractual, and utility/environmental issues. Notable matters include Indiana Bell v. Indiana Utility Regulatory Commission (Ind. 1999), Utility Center v. City of Ft. Wayne (Ind. 2007), and representing intervenor Indianapolis Power and Light in PSI Energy proceedings.

He holds a J.D., magna cum laude, from Indiana University Maurer School of Law (1972) and a B.A., cum laude, from Indiana University Kelley School of Business (1970). He was a member of Beta Gamma Sigma, Order of the Coif, and Indiana Law Journal. He is admitted to practice in Indiana, the U.S. Court of Appeals for the Seventh Circuit, and the U.S. Supreme Court.

Randy has been selected for inclusion in The Best Lawyers in America in the fields of FDA Law (2010–2026) and Corporate Law (2024–2026). He is a Fellow of the Indiana State Bar Foundation and the Indianapolis Bar Foundation, and has served as Past President of the Indiana State Bar Association.
