Rachel Conner

Rachel Conner is Of Counsel in the firm's Energy Practice, based in the Indianapolis office. She focuses on renewable energy project development, including solar, wind, battery storage, data centers, and related infrastructure. Her work encompasses state and federal policy advocacy, land use compliance, stakeholder engagement, business development, financing, and strategic project management.

Ms. Conner has counseled solar developers on zoning and permitting for early-stage and late-stage projects across Indiana, provided risk assessment due diligence for greenfield energy development, and served on diligence teams for battery storage financing. She also has experience as a registered lobbyist and staff attorney, monitoring legislation, drafting comments and testimony, and testifying on agriculture and energy policy at federal and state levels.

She holds a J.D. from Indiana University Robert H. McKinney School of Law (2013) and a B.A. in Economics and Political Science from Ball State University (2006). Rachel is Vice President of the Ag Law Section of the Indiana State Bar Association and a graduate of the Agribusiness Council of Indiana Emerging Professional Leadership Program. She is an active speaker and panelist on clean energy and land use topics.
