Phillip R. Seckman

Phillip R. Seckman is a Partner in Dentons' Government Contracts practice, specialising in Government Contracts. He represents clients on government and commercial contract matters spanning federal procurement law, state and local procurement law, and complex federal regulatory issues, with a focus on commercial item acquisitions, GSA schedule contracting, cybersecurity, compliance, internal investigations, and bid protests.

Phil has significant experience in the assessment, presentation and litigation of complex contract claims, including a successful $35 million contract dispute before the Civilian Board of Contract Appeals. He has served as lead counsel in numerous bid protest matters before the Government Accountability Office and has assisted clients in establishing compliance policies and procedures, as well as conducting internal reviews and preparing mandatory disclosures when required. He frequently advises DOD contractor clients on business systems issues, including responding to and remediating reviews conducted by the Defense Contract Management Agency and the Defense Contract Audit Agency.

Phil holds a J.D. from the University of Denver Sturm College of Law, where he was a member of the Order of St. Ives, and a B.A. from the University of Colorado.

He is listed as a Recognized Lawyer by The Legal 500 for Government Contracts (2024) and has served as Executive Editor of The Procurement Lawyer Newsletter for the American Bar Association since 2021.
