Matthew Cutts is a Partner and serves as the Head of US Policy and Government Relations for Dentons US LLP, based in Washington, DC. His practice focuses on Administrative Law.
Matthew is Chambers-Ranked for Federal Public Policy and recognised by The Hill newspaper as a "Top Lobbyist." With an extensive background in corporate litigation and his knowledge of Capitol Hill and the Executive Branch, he is known for getting things done for clients where business, law and policy intersect. Specifically, he coordinates large multilayered public policy initiatives and helps his clients achieve their most sought-after federal legislative objectives.
Though he works across many public policy disciplines, he spends much of his time advocating on tax policy and financial services issues. In this role, he has advocated on the OECD's Base Erosion and Profit Shifting Plan; counselled clients on so-called tax inversions; sought to ensure tax parity and fair treatment for his clients; and advocated tax policies intended to spur economic growth and development.
Beyond financial services and tax advocacy, Matthew has designed and executed projects that have successfully led to obtaining the first-ever Department of Energy licence to export liquefied natural gas; spurring competition in a government space launch monopoly; and successfully defending a pharmaceutical company in a debarment proceeding.
Matthew has counted among his clients publicly traded financial institutions; one of the world's largest online retailers; a US rocket manufacturing company that has developed two new launch vehicles; a privately held global financial services firm with more than US$125 billion under management; and an international logistics company with more than US$3 billion in annual revenue from the federal government. In addition, he serves as a corporate board member for Brown Advisory, Inc.
His community activities include serving on the Executive Committee of the Federal City Council, a nonprofit business association dedicated to improving the District of Columbia, and on the board of the Ron Brown Scholar Program, a nonprofit organisation that provides promising young African Americans with the financial resources to attend the country's finest educational institutions. Matthew also serves on the Board of National Link Trust, a nonprofit organisation dedicated to positively impacting the community and changing lives through accessible municipal golf.
Previously and by mayoral appointment, Matthew chaired the Board of the DC Sports and Entertainment Commission, an independent authority responsible for promoting sports and entertainment in the District of Columbia, including the on-time, on-budget capital construction of the Washington Nationals' baseball stadium. He also served as a board member of the Washington Nationals Dream Foundation, as well as on the Board of Visitors of the Georgetown School of Nursing and Health Sciences.
In addition, Matthew served on Presidential Candidate Obama's Mid-Atlantic Finance Committee and assisted President-Elect Obama's transition team with the vetting and hiring of senior appointments within the Executive Branch. After law school, he served as the senior law clerk to Chief Judge Annice M. Wagner of the District of Columbia Court of Appeals.
He holds a JD (1997) and a BA (1994) from the University of Virginia. He is ranked by Chambers USA in the area of Government Relations: Federal (Nationwide), Band Three (2025 and 2026) and Band Four (2023 and 2024), listed as a Recognized Lawyer in Government Relations by The Legal 500 (2023–2026), recognised as a Top Lobbyist by The Hill (2021, 2023–2025), and recognised by Lawyers of Color, Inc. as one of the Nation's "Top Lobbyists and Influencers" (2019–2020).
