Elaine M. Hillgrove

Elaine M. Hillgrove is a Senior Managing Associate at Dentons and a member of the firm's Regulatory, Public Policy and Government Affairs practice. Her practice focuses on Administrative Law, providing strategic counsel to public and private sector clients.

Elaine works with clients including state and local governments, transit authorities, airports, universities and public-private partnerships. She works closely with clients to advocate on their behalf and advance federal legislative and regulatory agendas, and specialises in securing client funding through competitive grants and the annual appropriations process.

Previously, Elaine served as a judicial intern to the Honorable Cheri Beasley of the North Carolina Supreme Court, where she conducted extensive case law and statutory research and analysis and reviewed trial records to determine if the court should issue extraordinary writs. Prior to law school, she worked as a middle grades English teacher in rural North Carolina.

She holds a JD, with high honors, from the University of North Carolina and a BA from the College of William and Mary. She is recognised by Best Lawyers in America as "Ones to Watch" in Government Relations, 2026-2027.
