Seamus Curley

Seamus Curley is a Partner in the Firm's Government Contracts practice, focusing on Government Contracts. His practice covers government contracts litigation, counseling, and internal and government investigations.

He has litigated in state and federal courts throughout the country and before administrative forums including the US Court of Federal Claims, the US Government Accountability Office, the Civilian Board of Contract Appeals, the Armed Services Board of Contract Appeals, and the SBA Office of Hearings and Appeals, on bid protests, size protests and appeals, and Contract Disputes Act claims. His work spans defense, information technology, energy, professional services, education, real estate, construction, and financial services.

He also counsels on and litigates private sector contract disputes, including commercial real estate matters, landlord/tenant disputes under substantial commercial leases, and disputes arising from the acquisition or disposition of real estate. He conducts contract-related due diligence for mergers and acquisitions, negotiates and drafts subcontracts and teaming agreements, and represents contractors responding to audits or conducting internal investigations.

As a member of the Firm's Government Real Estate team, he advises on the overlap between real estate and government procurement, including GSA and VA leases, requests for lease proposals, and pre- and post-award disputes. Seamus is listed as a "Recognized Lawyer" by The Legal 500 for Government Contracts (2024, 2025) and has been recognised as a Rising Star by Law360 and Super Lawyers.

He holds an LLM in Government Procurement (with highest honors) from The George Washington University Law School (2008), a JD from Seton Hall University School of Law (2003), and a BS in Journalism from Boston University (2000).
