Notable matters include leading the investigation, remediation and negotiation for Fresenius Medical Care AG & Co. KGaA in parallel SEC and DOJ FCPA investigations, resulting in a non-prosecution agreement and settled enforcement action; obtaining a complete defence verdict on alleged securities fraud violations for the CFO of a company managing government websites; and successfully defending a former senior executive of Westar Energy, obtaining dismissal of the criminal case and winning tens of millions in compensation in related civil litigation.

Maxwell holds a J.D., magna cum laude, and an MPA from the University of New Mexico School of Law, where he was a member of the Order of the Coif, and a B.A., magna cum laude, in Political Science from Boston University.

He began his career as a federal prosecutor at the US Department of Justice, where he led Project Exile, and previously served as staff attorney to US District Judge C. LeRoy Hansen. He is recognized by Benchmark Litigation and The Legal 500 and has served as an independent observer at the Guantanamo Bay Military Tribunal.
