Maxwell Carr-Howard

Maxwell Carr-Howard is a Counsel in Dentons' Washington, DC office, focusing on white collar criminal defence, government investigations and global compliance. He has over 25 years of experience prosecuting, defending and investigating individual and corporate conduct subject to US jurisdiction, and has lived and worked in Europe for more than six years conducting cross-border investigations across the globe.

He has extensive experience in complex cross-border investigations into allegations of corruption, fraud, anti-competitive conduct, money laundering, and violations of US economic sanctions, embargoes and export controls. He has managed global investigations in more than 45 countries, built multinational corporate compliance programs, and regularly negotiates with the US Department of Justice and the Securities and Exchange Commission. Notable matters include leading the investigation, remediation and negotiation for Fresenius Medical Care AG & Co. KGaA in parallel SEC and DOJ FCPA investigations, resulting in a non-prosecution agreement and settled enforcement action; obtaining a complete defence verdict on alleged securities fraud violations for the CFO of a company managing government websites; and successfully defending a former senior executive of Westar Energy, obtaining dismissal of the criminal case and winning tens of millions in compensation in related civil litigation.

Maxwell holds a J.D., magna cum laude, and an MPA from the University of New Mexico School of Law, where he was a member of the Order of the Coif, and a B.A., magna cum laude, in Political Science from Boston University.

He began his career as a federal prosecutor at the US Department of Justice, where he led Project Exile, and previously served as staff attorney to US District Judge C. LeRoy Hansen. He is recognized by Benchmark Litigation and The Legal 500 and has served as an independent observer at the Guantanamo Bay Military Tribunal.
