His environmental practice includes representation of clients in the acquisition, sale and redevelopment of contaminated property, permitting industrial and manufacturing facilities, general and coastal zone land use, wetlands issues, and environmental compliance. He has served as counsel to large-scale brownfield developers across the southeast and as outside counsel to the South Carolina Department of Health and Environmental Control on CERCLA litigation matters, as well as to the South Carolina Coastal Council, including in connection with the landmark case of Lucas v. South Carolina Coastal Council. His construction practice includes representation of industrial and commercial property developers, contractors and architectural and engineering designers.
Perrin holds a J.D., cum laude from the University of South Carolina School of Law (1993), where he was a member of the Order of the Coif, the South Carolina Law Review Editorial Board and the Moot Court National Competition Team. He also holds a B.A. from the College of Charleston (1984).
He is a former Chairman of the South Carolina Bar Association's Environment and Natural Resources Section and past Chair of the American Bar Association's Section of Environment, Energy & Resources Committee on State and Regional Environmental Cooperation. He also serves as a Board Member and volunteer attorney for Pisgah Legal Services.
