Jacob C. Raver

Jacob C. Raver is a Senior Managing Associate in Dentons' Cannabis and Health Care practices, focusing on the full spectrum of regulatory, transactional, and strategic matters for clients across the cannabis and hemp ecosystems—from single-state cultivators and manufacturers to multi-state operators, investors, and ancillary service providers.

He advises on compliance strategies tailored to divergent state regimes, structures agreements for supply, distribution, and services, and guides clients through licensing and permitting, product lifecycle counseling, and commercial transactions. He has represented clients responding to FTC and FDA investigations, counseled federally legal cannabis companies on DEA registration, and advised on change-of-control processes in numerous states. His work also spans federal securities laws, IRS reporting obligations, and gaming and gambling requirements, informing his counsel on diligence, disclosure, and governance in highly regulated industries.

Jacob holds a J.D. with Pro Bono Highest Distinction from Stanford Law School (2016), an M.A. from the Hebrew University of Jerusalem (2007), and a B.A. from Johns Hopkins University (2003). He served in the U.S. Marine Corps as a counter-intelligence and human intelligence officer, deploying to Helmand Province, Afghanistan in the early 2010s.
