Clifford B. Levine

Clifford B. Levine is a Shareholder in Dentons' Pittsburgh office, Chair of the firm's Government Law and Regulatory Practices Group and Appellate Advocacy Group, focusing on land use and real estate development, environmental regulation, administrative law, elections and redistricting, and complex commercial litigation.

He has appeared in over 150 published opinions from federal and state appellate courts, with landmark decisions involving election law, reapportionment, energy regulation, municipal law, and tax-exemption for charitable institutions. He served as Pennsylvania Election Counsel for presidential campaigns since 2008 and was instrumental in the 2018 Pennsylvania Supreme Court decision finding the Commonwealth's congressional map unconstitutionally gerrymandered. He has also served as a delegate to five consecutive national Democratic conventions and twice as a presidential elector, including as President of Pennsylvania's Electoral College in 2012. He has served as solicitor to numerous municipal authorities, on Pittsburgh's Planning Commission and Zoning Board, and was appointed by the Pennsylvania Supreme Court to the Pennsylvania CLE Board (Chair, 2017–2021).

Cliff holds a J.D. from Duke University School of Law and a B.A. (Economics), magna cum laude from the State University of New York at Albany.

He is a Fellow of the Academy of Trial Lawyers and the Litigation Counsel of America, has been recognized as a Pennsylvania Super Lawyer for two decades, and is regularly listed in The Best Lawyers in America© for Energy, Environmental and Land Use Law. He is a federal and state court-appointed special master, mediator and arbitrator.
