Bryan J. Collins

Bryan J. Collins is Of Counsel in the Government and Corporate Services group at Dentons Bingham Greenebaum, specialising in Public Procurement Law. He has extensive experience serving as bond counsel, program counsel, issuer's counsel, trustee's counsel and underwriter's counsel on numerous tax-exempt and taxable public finance matters for the State of Indiana and schools, cities, counties and other municipal units throughout the state.

Bryan has served as general counsel to the State of Indiana since 1989 on sewage works and drinking water projects funded through the State Revolving Loan Funds. He served as counsel to the Indiana Finance Authority on a US$436 million credit assistance loan under the Water Infrastructure Finance and Innovation Act (WIFIA), and for 10 years served as bond counsel to hundreds of schools, libraries, cities and towns issuing several billion dollars of warrants to the Indiana Bond Bank. He has also represented the Capital Improvement Board of Marion County on convention, tourism and sports facility matters involving the Indianapolis Colts, Indiana Pacers and Indianapolis Indians, and served as counsel to the Indiana Finance Authority and Hoosier Lottery on a significant P3 outsourcing transaction.

Bryan holds a J.D., cum laude, from Indiana University Robert H. McKinney School of Law (1985) and a B.S. from Indiana University (1981). He is a member of the National Association of Bond Lawyers.

He has been selected as The Best Lawyers in America "Lawyer of the Year" in Indianapolis in Public Finance Law (2021, 2025) and has been recognised by Best Lawyers in America in the field of Public Finance Law since 2015.
