Brian Rayback

Brian Rayback is a Partner at Dentons, practicing in the Environment and Natural Resources group, specializing in Environmental Law. He advises clients on water, air, natural resources, solid waste and recycling, contaminated properties, and zoning, providing strategic counsel on permitting, regulatory compliance, enforcement actions, appeals of agency actions, and legislative issues.

Brian represents energy generators, construction companies, property developers and owners, trade associations, and industrial and manufacturing facilities before federal, state, and local boards and agencies. Notable matters include representing a data center developer on environmental issues with redevelopment of a former mill site, including cooling water intake issues under Section 316(b) of the Clean Water Act; representing a scrap yard in settling VOC RACT violations under the Clean Air Act; advising a mixed‑use development owner on a jurisdictional determination from the Army Corps in light of Sackett v. EPA; and representing a landfill operator on a 12‑million‑cubic‑yard expansion. He also advises a major beverage company on groundwater use at multiple springs and bottling plants.

Brian holds a J.D., magna cum laude, from Georgetown University Law Center (1998) and a B.A., summa cum laude, from Colby College (1995).

He has been consistently recognized in Chambers USA in Environmental Law, selected for inclusion in The Best Lawyers in America for Environmental Law and Land Use & Zoning Law, and named a Fellow of the American College of Environmental Lawyers (2026). He was also selected as Best Lawyers "Lawyer of the Year" in Maine in Environmental Law (2022, 2025).
